Construction renovation of a 3-story, 42,255 SF highly secure operations facility that features interior and exterior renovations and the entire facility receiving upgrades to meet ICD/ICS 705 SCIF accreditation requirements.

Project Description:

Windamir provided construction renovations, upgrades, and repairs to GCL Building 21720 consisting of a three-story 42,255 SF building including administrative, classrooms, multipurpose/conference rooms, battalion staff operations, and Sensitive Compartmented Information Facility (SCIF) rooms. The project is being constructed to meet LEED Silver rating and upgraded to meet ADA requirements. The entire facility is being renovated and upgraded to meet ICD/ICS 705 SCIF requirements for SCIF certification. This includes renovating exterior and interior walls and doors to meet an STC-50 and above sound rating, intrusion detection and access control systems, CCTV surveillance systems for both exterior and interior, documentation of all SCIF perimeter walls, floors, and ceiling/roof construction for certification, and proper electrical separation and security measures at all SCIF perimeter penetrations. The project is located in highly secured site and required construction personnel to undergo NSA Background investigations, and the use of government escorts for access to buildings secured perimeter (inside fence) and the building itsself.

Project Highlights:
  • Antiterrorism/Force Protection & Progressive Collapse: Intrusion detection and access control systems, and mass notification system. Structural improvements were made to building perimeter to ensure existing cast-in-place concrete structure fully meets AT/FP standards for progressive collapse.
  • Data and secured communication systems: NIPR (Non-secure Internet Protocol Router Network) and SIPR (Secure Internet Protocol Router Network).
  • Sustainable design and construction features complying with Leadership in Energy and Environmental Design (LEED) Silver rating including enhanced commissioning.
  • Sitework & utilities include extension and connection of all necessary utilities (water, sewer, natural gas and electrical), and replacement of the masonry facade and other concrete specialities.
